Thank you for your mail. During our meeting in August/September last year we talked about the involvement of the Wereldkinderen former contact persons in roots searches. We talked about the acitivities in this regards of Mrs Sulu. You mentioned that she did not facilitate these searches, while I had been informed that this had recently changed. I agreed that if possible I would provide you with further details.
Mrs Sulu has had 60 roots inquiries in the past 3 years, of which the majority was in 2017. As you know roots inquiries come in different forms, some of these were a request for more background information about reasons for adoption, more information about the context and children's home, some adoptees visited to experience India, and about 10 adopties volunteered at Bal Anand.
Around 20 adoptees requested for a search of the biological mother. Which Sulu has taken on, a number of these searches are still ongoing, for 5 adoptees this has already been concluded.
In a number of cases the children's homes do not want to give information. In other cases an adoptee sends a roots request and after receiving information on the basis of a preliminary search does not respond anymore.
So it is a diverse picture, which shows that Sulu responds to roots inquiries. In case you have further questions I suggest that you directly contact Sulu.
I was informed that you already went public and denounced Wereldkinderen in a meeting with a large group of adoptees. If you think that is an effective way in solving the issues for adoptees who are searching for their birth mothers, I strongly disagree. It is an activist approach, but you might close doors on certain avenues that could benefit your work. Let's keep the lines of communication open.
I have seen the report about DRC on your website. EURADOPT has standards and guideliness for membership agencies. I haven't read the report as yet, so can not further comment on what the follow up would be.

Dear Froukje,
day before yesterday an another WK adoptee approached us.
As I was discussing this case with my colleague, she quickly recalled that she already had the file.
Her file had been indeed send to us already in 2009.
Wereldkinderen however then informed the adoptee that WK cannot help.
This was soon after Albert Jaap van Santbrink became director.
To my question i have not received yet an answer.
If you truely cannot find a reliable answer please let me know straight forward.
I think i can now make public that WK cannot even provide a simple number.
This adoptee suffered for 9 years for no other reason than your office ( predecessors)
On another note:
Amici dei Bambini was caught trafficking in children in the DRC.
On our website you find the documentary " The Traffickers".
Wereldkinderen holds the EURADOPT secretariat.
At the very least AiBi s membership should be placed on hold.
Eurochild has already suspended their Membership.
I trust that you coming from the projectworld don't want to be associated with trafficking or condoning the same.

I am sorry to see a response like this. In actual fact I have been in touch with Jim De, Sulu and Anneke Prenger and am trying to get more information on the roots searches. You will understand that I cannot give guarantees that I will succeed in getting a report on this
Kindly give me some time before you jump to conclusions. In the meantime would you be able to share a report on the number of successful roots searches you have undertaken?

Dear Froukje,
i m deeply shocked that until now you cannot give me an answer regarding the roots searches.
You were so confident during the meeting that WK s partners do assist adoptees successfully.
Can we conclude that apart from very exceptional cases that adoptees are systematically mislead by the Wereldkinderen partners and the old worker Anneke Prenger ?
This is a serious issue and it's going on over a decade.
I will consider a non reply as a tacit agreement.

Dear Arun,
Our meeting was meant as an introduction. I don’t think we need legally binding minutes. If that was your aim it would have been useful if you had come with an agenda and introduced the meeting as such. I have indicated that the minutes can be used as a reference, and that is acceptable for us.
In regards to the roots searches I will get back to you as soon as I have the data.

It was good meeting you. Thank you for the notes. They give an elaborate overview of what we discussed. However it is entirely from your point of view and as such can not be minutes of our meeting. They will be useful as a point of reference if and when needed.

thank you for receiving me., based on the Sulekha´s search case and the fact that Anneke Prenger went unannounced to her house.
We spoke about:
- The history between ACT and Werelkdinderen, as a starting point – the children of the mentally ill mothers.

- The UNCRC, the Hague Adoption Convention and the subsidiarity principle
- We sort of disagreed on the subsidiarity principle. The UNCRC doesn´t see adoption and intercountry adoption as child protection measure.
- Also residential ( quality) care comes before Intercountry Adoptions. That all from a policy level.
- Wereldkinderen did and does support the Hague subsidiarity priniciple
- You argument against the RSJ Report and the UNCRC Art. 21 b is lack of data and the children´s homes are per se bad.
- I say, that the Bucharest Early intervention project is fraudaulent, so is the research from Ijzendoorn, Juffer , ADOC doubtful.

I request you to take out from the archives the travel reports etc. to India. Kindly read those of Pauline Hillen especially. You will find, that Suluchana Kalro and the Federation activily obstructs searches since years.
Kindly take out, Daksha van Dijcks file. You will find a police complaint against Shraddanand Mahila Ashram, which indirectly implicates Sulu as well.
This is yet to be followed up. I have and will not forget that.
- Of course there are more points we briefly touched, and tons of more material, such as articles, documents etc.
- I remain surprised that someone with the background like you, took over the leadership of Wereldkinderen. I hope it is for the better on the middle run and trust that you just have no idea what actually happened.
I take note of the fact, that you felt me as aggressive. However I would like to just reiterate, that especially here I defend the right of an adult adoptee, whose search is obstructed by your former partner in India.
In fact I m defensive here and sought the contact with you in order to solve the matter.
I reiterate, that ACT /CRIB expects maximum an apology from Suluchana Kalro or other orphanages in case things were done fraudulently, criminal or unethical.
Bottomline we only expect as adoptees full unrestricted access to our files.
Given the social circumstances, the files should be accessed with a qualified and experienced social worker, who also conducts the search and reunion in a manner which respects the privacy and situation of the mother. / family.
I want to make it ample clear, that we are NOT after Sulu, nor after Wereldkinderen, nor after Anneke Prenger.
I had forgotten to mention, that of course it is an apparent conflict of interest, that only those who did the adoptions claim to be allowed to do the search. Of course, they will do here and there a show good will case, but cover the rest up. Especially the really wrongful cases.
We together read Section 44 of the Adoption Rules 2017. You agreed also that Anjali, who is a lawyer, has a notarized and apostilled power of attorney , is not a third party by any means.
You also understood, that the Adoption rules say that the adoptee can contact the district child protection unit and that the district child protection unit shall facilitate the roots search.
I explained, that Sulu is unwilling to even cooperate with the local government, but turns to CARA and tries to block it from the highest level.
I told you that legal notices have been issued by the government. Also I made clear if necessary we will file a court case again.
Further I made clear, that I would even pay your travel expenses to India, so you could witness in the field what exactly goes on.
I also made clear Sulu can come with us and search. We have nothing to hide.
I informed Pauline Hillen on the way back about our meeting and agreed that I d openly copy this email to her. She d be happy to talk to you.

I sincerely hope, that Sulu and Anneke Prenger do refrain from contact or intimidation with the adoptee who requested our assistance.
Last but not least you agreed to tell me, how many adoptees Sulu assisted successfully with the search and reunion in the last 9 years. Frankly if you state she does, you should have known the number.
On the way back, I called Mr. Hoksbergen. He reconfirmed that Sulu is uncooperative and told me, that the WK Board has to do something.
I agreed to meet him as well and will give him more insights. I know him since 2005. We met in Chennai, while I was digging out the scandals.
Finally, I sincerely hope that with your and Sulu´s openes we can solve in the next weeks Sulekha´s case.
