Government provides adoptive resource centers – no excuse yet

A national resource center for adoptees becomes a reality – after revelations about child trafficking and kidnappings.

The government decided this today.

The politically sensitive issues of an adoption freeze and a public apology are unlikely to be addressed before the election.

A national resource center for adoptees must be in place by January 1, 2027. The government decided this today, and the assignment goes to the Swedish Agency for Family Law and Parental Support, Mfof.

A resource center that can offer support to adoptees and relatives was part of the adoption commission's report, which was presented a year ago .

– What we see that everyone agrees on, regardless of their opinion on the various proposals, is that a national resource center needs to be established and put in place, says Minister of Social Services Camilla Waltersson Grönvall (M).

This resource center will be located in Stockholm, and the costs, according to the Minister of Social Services, are within the Mfof's budget.

The Adoption Commission was launched in the fall of 2021, following DN's revelations about child trafficking and other irregularities linked to Sweden's international adoption operations.

In the report, investigator Anna Singer proposed that Sweden's international adoption operations be discontinued - as well as a public apology to adopted people and their families.

The issue is politically sensitive , as Prime Minister Ulf Kristersson himself was chairman of the Adoptionscentrum during a time when irregularities linked to adoptions were ongoing.

An official apology and a halt to further adoptions were not discussed by the government during today's meeting. The issues "continue to be prepared" and will likely not be addressed before the election this fall, according to a source with good insight.

The Adoption Commission states that it is not possible to fully guarantee legally secure, legal and ethical adoptions to Sweden today.

Given that, how urgent is it to pause or stop adoptions?

– The government naturally has no other view than that legal certainty is absolutely crucial. And that is precisely why it is important to further clarify and broaden these proposals, in order to arrive at a position that also truly takes legal certainty seriously and takes it into account, says Camilla Waltersson Grönvall.

What's stopping the government from giving adoptees and their families an apology?

– Precisely because it is a complex issue where there are different opinions, this needs to be prepared further. But I also really want to emphasize what I said when we received the commission's report – that this is nothing that we are ruling out, says Minister of Social Services Camilla Waltersson Grönvall.

What is your opinion?

– That it is a complex issue and that there are many perceptions connected to this, and out of respect for this, I see that we need to prepare it further.

DN has previously reported on the criticism of the government by adoptees' associations . They suspect that the government wants to delay the politically sensitive issues until after the autumn parliamentary elections.

Will there be a decision before the election?

– It is very difficult to answer that today. We are continuing to work on this within the Government Offices, says Camilla Waltersson Grönvall.

Ett nationellt resurscentrum för adopterade blir verklighet – efter avslöjanden om barnhandel och kidnappningar.

De politiskt känsliga frågorna om ett adoptionsstopp och en offentlig ursäkt kommer sannolikt inte att behandlas före valet.

Senast den 1 januari 2027 ska ett nationellt resurscentrum för adopterade vara på plats. Det beslutade regeringen i dag, och uppdraget går till Myndigheten för familjerätt och föräldraskapsstöd, Mfof.

Ett resurscentrum som kan erbjuda stöd till adopterade och anhöriga var en del av adoptionskommissionens betänkande, som presenterades för ett år sedan.

– Det man ser att alla är överens om, oavsett vad man har för uppfattning kopplat till de olika förslagen, är att det behöver inrättas och komma på plats ett nationellt resurscentrum, säger socialtjänstminister Camilla Waltersson Grönvall (M).

Detta resurscentrum kommer att vara beläget i Stockholm, och kostnaderna ryms enligt socialtjänstministern inom Mfof:s budget.

Adoptionskommissionen sjösattes hösten 2021, efter DN:s avslöjanden om barnhandel och andra oegentligheter kopplade till Sveriges internationella adoptionsverksamhet.

I betänkandet föreslog utredaren Anna Singer att Sveriges internationella adoptionsverksamhet ska avvecklas – samt en offentlig ursäkt till adopterade personer och deras familjer.

Frågan är politiskt känslig, eftersom statsminister Ulf Kristersson själv var ordförande för Adoptionscentrum under en tid då oegentligheter kopplade till adoptioner pågick.

En officiell ursäkt och ett stopp för fler adoptioner behandlades inte av regeringen under dagens sammanträde. Frågorna ”fortsätter att beredas” och kommer sannolikt inte att behandlas före valet i höst, enligt en källa med god insyn.

Adoptionskommissionen fastslår att det inte fullt ut går att garantera rättssäkra, lagliga och etiska adoptioner till Sverige i dag.

Med tanke på det, hur akut är det att pausa eller stoppa adoptionerna?

– Regeringen har naturligtvis ingen annan uppfattning än att rättssäkerhet är helt avgörande. Och just därför är det viktigt att man ytterligare belyser och breder de här förslagen, för att kunna landa i en ståndpunkt som också verkligen tar rättssäkerheten på allvar och beaktar den, säger Camilla Waltersson Grönvall.

Vad hindrar regeringen från att ge adopterade och deras familjer en ursäkt?

– Just utifrån att det är en komplex fråga där det finns olika uppfattningar så behöver detta beredas ytterligare. Men jag vill också verkligen trycka på det jag sa då vi tog emot kommissionens betänkande – att det här är ingenting som vi utesluter, säger socialtjänstminister Camilla Waltersson Grönvall.

Vad är din åsikt?

– Att det är en komplex fråga och att det finns många uppfattningar kopplade till detta, och av respekt för detta så ser jag att vi behöver bereda det ytterligare.

DN har tidigare rapporterat om adopterades föreningars kritik mot regeringen. De misstänker att regeringen vill förhala de politiskt känsliga frågorna till efter höstens riksdagsval.

Kommer det att komma beslut före valet?

– Det är väldigt svårt att svara på det just i dag. Vi arbetar vidare inom regeringskansliet med det här, säger Camilla Waltersson Grönvall.
