Newborn baby handed over to brother and sister-in-law after tampering with the Sadar Hospital register

Garhwa: An illegal adoption racket has been exposed at the Sadar Hospital in Garhwa. With the alleged collusion of hospital staff, babies were being handed over to childless couples without any legal process. A woman attempted to change names in the hospital records to give her newborn daughter to her brother and sister-in-law. An investigation into the matter is underway.

An alarming conspiracy to hand over a child to someone else has come to light at the Sadar Hospital. Legal adoption laws are being openly flouted, allegedly with the connivance of hospital employees. If childless couples or those desiring a specific child want a baby without going through the legal process, they simply need to contact an ANM (Auxiliary Nurse Midwife) working at the Sadar Hospital. Following this, an illegal path is cleared to hand over the newborn.

This recent case tied to the Sadar Hospital has become a major talking point, sending shockwaves through the hospital administration upon its disclosure. Notably, a case had emerged recently involving patients being referred from the Sadar Hospital to private hospitals in exchange for a commission of ₹5,000 per patient. Sub-Divisional Officer Sanjay Kumar had investigated that matter under the directives of the District Commissioner. Before that issue could even settle, this new scandal of flouting adoption laws surfaced.

How the Incident Unfolded

The Admission: A woman from the Pathak Mohalla of the district headquarters was admitted to the Sadar Hospital for delivery on February 21 at 2:00 PM. She gave birth to a baby girl at 2:35 PM the same day. It was reported that she already has three daughters.

The Plan: She reportedly found out through an ultrasound scan during her pregnancy that she was expecting another girl. Following this, she spoke to her childless brother and sister-in-law, who reside in Haidarnagar (Palamu district), about giving them the baby after birth.

The Refusal: Initially, the woman and her husband’s names were correctly recorded as the newborn's parents on the hospital's OPD slip, bed-head ticket, OPD register, delivery register, L-3 format, and the pink form filled out for the birth certificate. Meanwhile, the brother and sister-in-law arrived at the hospital. The mother, her husband, and the relatives requested the nurses on duty during the 9:00 AM to 3:00 PM shift to replace the biological parents' names with the relatives' names in all registers. The nurses on duty refused to do so.

The Alteration: It is alleged that an ANM named Taramani Kujur, who came in for the next shift, overwrote and altered the names of the parents and the address across all registers. The register was changed to show the parents as Kamini Sahu (29) and her husband Raju Kumar Kansyakar. Additionally, the original names on the birth certificate's pink form were crossed out with a ballpoint pen. Following this, Kamini Sahu and Raju Kumar Kansyakar took the newborn baby with them from the Sadar Hospital.

How the Scandal Came to Light

On March 12, the biological mother and her husband returned to the hospital for a second time, complaining of abdominal pain and requesting medicine to dry up her breast milk. Coincidentally, the same team of nurses who had conducted her delivery was on duty. During their conversation, the entire matter of handing over the newborn to the brother and sister-in-law and altering the hospital registers came to light.

Following this, the nurse in charge of the labor room provided a written report of the entire sequence of events to the Deputy Superintendent of Sadar Hospital.

Explanations have been demanded from the individuals named in the complaint. So far, no response has been submitted. Departmental action will be taken against whomever is found guilty in this case."

गढ़वा सदर अस्पताल के रजिस्टर में हेरफेर कर नवजात बच्ची को भाई-भौजाई को सौंपने का मामला आया सामने

गढ़वा: गढ़वा के सदर अस्पताल में अवैध दत्तक प्रक्रिया का खुलासा हुआ है। अस्पताल के कर्मियों की कथित मिलीभगत से नि:संतान दंपतियों को कानूनी प्रक्रिया के बिना बच्चा सौंपा जा रहा था। एक महिला ने अपनी नवजात बेटी को अपने भाई-भौजाई को देने के लिए अस्पताल के रिकॉर्ड में नाम बदलने का प्रयास किया। मामले की जांच जारी है।

सदर अस्पताल में किसी दूसरे को बच्चा सौंपने के षड्यंत्र का सनसनीखेज खुलासा हुआ है। अस्पताल के कर्मियों की कथित मिलीभगत से दत्तक (गोद लेने के) कानून की खुलेआम धज्जियां उड़ाई जा रही हैं। नि:संतान अथवा मनचाही संतान के इच्छुक दंपती अगर कानूनी प्रक्रिया अपनाए बिना संतान चाहते हैं, तो उन्हें बस सदर अस्पताल में कार्यरत एएनएम (Auxiliary Nurse Midwife) से संपर्क करना होगा। इसके बाद अवैध तरीके से नवजात को सौंप देने का रास्ता तैयार हो जाता है।

सदर अस्पताल से जुड़ा ऐसा ही एक मामला इन दिनों चर्चा का विषय बना हुआ है, जिसका खुलासा होते ही अस्पताल प्रशासन में हड़कंप मच गया है। गौरतलब है कि हाल ही में सदर अस्पताल से मरीजों को निजी अस्पतालों में भेजे जाने और उसके एवज में प्रति मरीज ₹5,000 कमीशन लेने का मामला भी सामने आया था। अनुमंडल पदाधिकारी संजय कुमार ने उपायुक्त के निर्देश पर उस मामले की जांच की थी। अभी वह मामला शांत भी नहीं हुआ था कि दत्तक कानून की धज्जियां उड़ाने का यह नया मामला सामने आ गया।

कैसे हुआ पूरा घटनाक्रम

अस्पताल में भर्ती: जिला मुख्यालय के पाठक मोहल्ला की एक महिला को 21 फरवरी को दोपहर 2:00 बजे प्रसव के लिए सदर अस्पताल में भर्ती कराया गया था। उसी दिन दोपहर 2:35 बजे उसने एक बच्ची को जन्म दिया। बताया गया कि उसके पहले से ही तीन बच्चियां हैं।

बनाई गई योजना: बताया जाता है कि प्रसव से पहले ही अल्ट्रासाउंड जांच में उसे पता चल गया था कि गर्भ में पल रही संतान भी बच्ची है। इसके बाद उसने पलामू जिलांतर्गत के हैदरनगर निवासी अपने नि:संतान भाई-भौजाई से बात की और जन्म के बाद बच्ची उन्हें सौंपने की बात तय की।

नर्सों का इनकार: प्रसव के समय अस्पताल की ओपीडी पर्ची, बेडहेड टिकट पर्ची, ओपीडी रजिस्टर, प्रसव रजिस्टर, एल-3 फॉर्मेट और जन्म प्रमाण पत्र के लिए भरे गए पिंक फॉर्म में नवजात शिशु के माता-पिता के रूप में उक्त महिला और उसके पति का नाम ही दर्ज था। इसी बीच हैदरनगर से भाई-भौजाई भी अस्पताल पहुंच गए। प्रसूता, उसके पति और उनके भाई-भौजाई ने प्रसव कक्ष में सुबह 9:00 बजे से शाम 3:00 बजे की शिफ्ट में ड्यूटी कर रही नर्सों से आग्रह किया कि सभी रजिस्टरों में माता-पिता के स्थान पर रिश्तेदारों का नाम दर्ज कर दिया जाए। उस समय ड्यूटी पर मौजूद नर्सों ने ऐसा करने से साफ इनकार कर दिया।

रजिस्टर में हेरफेर: आरोप है कि बाद में दूसरी शिफ्ट में ड्यूटी पर आई एएनएम तारामणि कुजूर ने सभी रजिस्टरों में काटछांट (ओवरराइटिंग) कर नवजात शिशु के माता-पिता के नाम और पते में बदलाव कर दिया। रजिस्टर में प्रसूता का नाम कामिनी साहु (उम्र 29 वर्ष) और पति का नाम राजू कुमार कांस्यकार दर्ज कर दिया गया। इसके अलावा, जन्म प्रमाण पत्र के लिए भरे गए पिंक फॉर्म में भी बॉलपेन से काटकर मूल नाम बदल दिए गए। इसके बाद कामिनी साहु और राजू कुमार कांस्यकार नवजात बच्ची को सदर अस्पताल से अपने साथ ले गए।

मामले का खुलासा कैसे हुआ

12 मार्च को प्रसूता और उसके पति दूसरी बार अस्पताल पहुंचे। उन्होंने नर्सों से पेट में दर्द की शिकायत की और साथ ही स्तन का दूध सुखाने की दवा की मांग की। संयोग से, उस समय ड्यूटी पर वही नर्सों की टीम मौजूद थी जिसने महिला का प्रसव कराया था। बातचीत के दौरान ही नवजात बच्ची को भाई-भाभी को सौंपने और रजिस्टर में नाम बदलने का पूरा मामला खुलकर सामने आ गया।

इसके बाद, लेबर रूम की इंचार्ज नर्स ने पूरे घटनाक्रम की लिखित जानकारी सदर अस्पताल की उपाधीक्षक को सौंप दी।

आधिकारिक बयान:

"मामले की जानकारी मिली है। सरकारी दस्तावेज में छेड़छाड़ एक गंभीर मामला है। मामले में लिखित शिकायत भी प्राप्त हुई है और इसकी जांच की जा रही है। जिन लोगों के बारे में शिकायत मिली है, उनसे स्पष्टीकरण की मांग की गई है। अब तक स्पष्टीकरण का जवाब नहीं दिया गया है। मामले में जो भी लोग दोषी पाए जाएंगे, उनके खिलाफ विभागीय कार्रवाई की जाएगी।"
