Every year thousands of babies severely damaged by alcohol are born. Adoptive parents despair of these barely educable children - and feel betrayed by the youth welfare offices that keep the problems secret.

In the evening, the Peukert family's answering machine flashed. "Please call us back, here is a girl who needs parents," said a member of the Paderborn youth welfare office on the tape.

It was a call that sparked euphoria. A long cherished dream should come true for the Peukerts (*). Finally they were able to adopt a child.

Little did they know that this dream would soon turn into a never-ending nightmare. Today, 20 years later, Andrea Peukert says: "They destroyed our lives." Her husband Ralf complains: "They abused our trust; they fooled us." They are the employees of the Paderborn youth welfare office.

Daughter Anna-Lena, who comes to Peukerts at the age of five weeks, is different from other children. As an infant, they have significant sleep disorders; the girl does not grow properly in infancy. She wets much longer than normal, her language skills develop only slowly.

From puberty, Anna-Lena fluctuates more and more violently between impulsiveness and complete helplessness. Her parents snapped at her for no reason. In the bus, strange men touch the girl's breast because they recognize the perfect victim in her. As a young woman with dementia, she wanders through the center of Paderborn, disoriented, even though she has walked there so many times.

Then she makes an emergency call on her cell phone: "Mom, I no longer know where I am!" Andrea Peukert then advises her daughter: "Look where the cathedral is."

The 20-year-old has recently been living in a small town near Paderborn, where she is looked after in a social facility. The Peukert couple are happy and relieved. After 20 years of caring for Anna-Lena, her strength is exhausted. Her balance sheet is bitter: "That was not the life we ??wanted," says Andrea Peukert.

Es war ein Anruf, der Euphorie auslöste. Ein lange gehegter Traum sollte für die Peukerts(*) in Erfüllung gehen. Endlich konnten sie ein Kind adoptieren.

Sie ahnten nicht, dass sich dieser Traum alsbald in einen nicht enden wollenden Albtraum verwandeln würde. Heute, 20 Jahre später, sagt Andrea Peukert: "Die haben unser Leben zerstört." Ihr Mann Ralf klagt: "Die haben unser Vertrauen missbraucht; die haben uns verarscht." Die, das sind die Mitarbeiter des Jugendamts Paderborn.

Denn Töchterchen Anna-Lena, die im Alter von fünf Wochen zu den Peukerts kommt, ist anders als andere Kinder. Als Säugling plagen sie erhebliche Schlafstörungen; im Kleinkindalter wächst das Mädchen nicht richtig. Sie nässt viel länger als normal ein, ihr Sprachvermögen entwickelt sich nur schleppend.

Ab der Pubertät schwankt Anna-Lena immer heftiger zwischen Impulsivität und völliger Hilflosigkeit. Ihre Eltern schnauzt sie aus nichtigem Grund an. Im Bus fassen fremde Männer dem Mädchen an die Brust, weil sie in ihr das perfekte Opfer erkennen. Wie eine Demenzkranke irrt sie als junge Frau orientierungslos durch die Innenstadt von Paderborn, obwohl sie dort schon so oft durchgelaufen ist.

Dann setzt sie per Handy einen Notruf ab: "Mama, ich weiß nicht mehr, wo ich bin!" Andrea Peukert rät ihrer Tochter dann: "Guck doch mal, wo der Dom ist."

Seit Kurzem lebt die heute 20-Jährige in einem kleinen Ort nahe Paderborn, wo sie in einer sozialen Einrichtung betreut wird. Das Ehepaar Peukert ist darüber froh und erleichtert. Nach 20 Jahren Betreuung von Anna-Lena sind ihre Kräfte erschöpft. Ihre Bilanz fällt bitter aus: "Das war nicht das Leben, das wir wollten", sagt Andrea Peukert.
