Haïti. 13 enfants susceptibles d'être adoptés bientôt en Belgiqu

Une dizaine d'enfants haïtiens "adoptables" devraient "revenir avec un avion dans les jours qui viennent", a indiqué lundi la ministre de la Jeunesse en Communauté française, Evelyne Huytebroeck. "Une petite fille, Rose-Berline Etienne, née en 2004, et qui se trouve en toute fin de procédure devrait même embarquer ce lundi à 23 heures locales à bord d'un avion belge sinon demain mardi dans un avion néerlandais", a-t-elle précisé. Outre cette petite fille, treize autres enfants qui sont "engagés à des stades divers" dans une procédure d'adoption devraient revenir dans les prochains jours. Il s'agit de 10 enfants en Communauté française et 3 enfants en Communauté flamande. "Ils seront tous mis sur le même pied où qu'en soit la procédure", a expliqué la ministre Huytebroeck.

Deux ou trois personnes vont devoir accompagner ces enfants de l'institution qui les héberge jusqu'à l'aéroport. Les deux consuls belges présents à Haïti vont devoir régler leur situation. Une réunion a été organisée lundi matin avec les ministres des Affaires étrangères, Steven Vanackere, de la Justice, Stefaan Declerck, le secrétaire d'Etat à la Famille Melchior Wathelet, ainsi que les deux ministres communautaires de la Jeunesse, Evelyne Huytebroeck et Jo Vandeurzen. Tout en appelant à ne pas agir dans la "précipitation", Mme Huytebroeck a justifié l'opération en cours par "l'urgence" de la situation après le dramatique tremblement de terre qu'a connu Haïti.

83 Belges déjà rapatriés, 87 encore dont on est toujours sans nouvelleLe nombre de Belges présents en Haïti au moment du séisme et rapatriés au pays se montait, lundi en fin de journée, à 83, ont indiqué les Affaires étrangères. Selon le dernier décompte livré lundi soir par le centre de crise, 168 Belges ont été localisés en Haïti, dont 87 dont on est encore sans nouvelle. L'un d'entre eux est considéré comme disparu. Le nombre de Belges blessés se chiffrait, lui, toujours à quatre. Les Affaires étrangères espéraient lundi pouvoir étendre prochainement leurs recherches de citoyens belges à Haïti. L'envoi d'une équipe de militaires spécialistes en sécurité permettra en effet aux 3 consuls belges dépêchés sur place d'élargir leurs investigations sur place, à Port-au-Prince, et en dehors.

Dozens of parents of abducted Chinese children held a demonstration in the southern city of Shenzhen on Monday, in the latest protest against the failure of authorities to resolve cases of kidnapping in the country.

Cai Xingquan, one of the protest organisers who has held similar marches throughout China, said scores of Shenzhen police broke up their demonstration just as it started.

Kinderhilfe: Viele Kinder in Haiti ganz allein

Eichenau/München (dpa) - Nach der Erdbebenkatastrophe in Haiti irren nach Berichten des Vereins Haiti-Kinderhilfe tausende Kinder allein durch die Straßen von Port-au-Prince und müssen dringend aus der Stadt gebracht werden.

«Sie sind schwer traumatisiert und keiner kümmert sich um sie», sagte Stephan Krause, Vorsitzender der Haiti-Kinderhilfe e.V. im oberbayerischen Eichenau, am Montag der Deutschen Presse-Agentur dpa. Besonders Kinder, die nicht bei ihren Eltern lebten, sondern zum Arbeiten in andere Familien geschickt worden waren, würden von niemandem gesucht oder versorgt.

Eine anständige Versorgung könne nur außerhalb der zerstörten Hauptstadt gewährleistet werden. «In Gonnaïves im Norden der Insel gibt es beispielsweise ein Waisenhaus, das nicht zerstört ist. Die hätten Kapazitäten frei», sagte Krause. Allerdings gebe es auch dort bei weitem nicht genug Möglichkeiten, alle Kinder zu versorgen. Jetzt müssten sich vor Ort alle Hilfsorganisationen zusammenschließen, um den tausenden Kindern zu helfen.

Der Verein Haiti-Kinderhilfe vermittelt seit 1993 Patenschaften und finanziert durch Mitgliedsbeiträge und Spenden den Bau und die Erweiterung von Schulen, Krankenhäusern und Versorgungseinrichtungen. Gegründet wurde er von deutschen Familien, die Kinder aus Haiti adoptiert haben. Von Deutschland aus versuchen die Mitglieder nun, Hilfe zu organisieren und zu koordinieren. «Ein Krankenhaus in Port- au-Prince, das wir mitgebaut haben, steht beispielsweise noch. Auch Personal ist vorhanden. Nun versuchen wir von hier aus, Medikamente und Material zu beschaffen und dorthin liefern zu lassen, damit Verletzte behandelt werden können.»

Nach der Erdbebenkatastrophe in Haiti gibt es in Deutschland eine erhöhte Nachfrage nach Adoptionen von Kindern aus dem Karibikstaat. "Die Telefone stehen nicht mehr still", sagte eine Mitarbeiterin der staatlich anerkannten Auslandsvermittlungsstelle "Help A Child" in Kaltenengers. Auch bei der Hilfsorganisation Terre des Hommes und der Gemeinsamen Zentralen Adoptionsstelle (GZA) in Hamburg gab es vereinzelte Anfragen von Paaren, die angesichts der Not in Haiti ein Kind aus dem Land adoptieren wollten.

Les enfants en Haïti font l'objet de toutes les attentions mais seule l'urgence compte pour le moment, a souligné aujourd'hui le ministre des Affaires étrangères, Bernard Kouchner, alors que des familles en voie d'adopter en Haïti réclament une accélération des procédures.

"Les enfants sont l'objet de toutes nos attentions. Tous les être vulnérables et en particulier les enfants. Dès qu'il y a un signalement d'une crèche, on y va", a assuré le ministre sur France 3.

First group of evacuees, including six adoption children from Haiti, arrive back in the Netherlands

EINDHOVEN, THE NETHERLANDS (BNO NEWS) — The first group of evacuees from earthquake-ravaged Haiti arrived in the Netherlands on Sunday, officials said.

Six adoption children from Haiti and five Dutch adults arrived at the military airport in Eindhoven around 2 p.m. local time. The group arrived in a Royal Netherlands Air Force plane, the KDC10 Jan Scheffer, and were welcomed by a child adoption organization called Wereldkinderen (Worldchildren), a medical team of Mondial International, the Ministry of Defense and the Ministry of Foreign Affairs.

Among the five Dutch adults is one mother of one of the adoption children. The other four adults were in Haiti for other reasons when the earthquake struck. The parents of the other five adoption children hugged their children after they arrived back home.

Seminar discusses child rights and adoption

Local and foreign experts on child-related issues shared experiences in ensuring the rights of children through adoption at a workshop held by the Ministry of Justice in the central city of Da Nang on January 14-15.

According to the Ministry of Labour, War Invalids and Social Affairs, Vietnam has about 1.47 million disadvantaged children, including 85,000 orphans, 1.3 million disabled, 21,900 street kids and 10,300 Agent Orange victims.

The government has provided numerous conditions to take care of these children, including adoption and sponsorship. More than 90,500 disadvantaged children are monthly provided with the State’s subsidy on healthcare and education.

Among 378 care centres for disadvantaged children nationwide, 91 establishments are permitted to provide international adoption service.
