(Resolution on the Protection of Children and the Realisation of the Right to the Truth about Missing Babies)

The participants of the First International Congress “Together in Protecting Children”, gathered in the fight against transnational organised crime and the trade in children, adopt the following principles and conclusions:

1. Full legal, material and logistical support for the formation of a short-term international organisation under the name International Organisation for Finding Disappeared and Kidnapped Children from Maternity Hospitals – FIND, which will serve as a central authority for coordination of investigations and the search for children.
2. Establishment of mechanisms through the international organisation and physical protection of medical staff, nurses, administrative workers and all others who are prevented from speaking the truth about the disappearance of children, victims or about protected persons and co-workers against illegal public officials.
3. Respect for the principle of inviolability of life of every child and the dignity of the victims, treating them as a continuous criminal act for as long as the fate of the children is not resolved.
4. Urgent investigation of illegal international trade in blood samples of missing babies, with the direct involvement of the expert body FIND and relevant UN bodies, without delay and without excuses.
5. Support for the opening of independent international investigations for the elimination of professional responsibility and the concealment of trade in children under the guise of legal procedures.
6. Zero tolerance and strict sanctions for trade in human organs and sexual exploitation of children, with the direct involvement of the expert body FIND and relevant UN bodies, without delay and without excuses.
7. Unhindered opening of state archives (police, hospital and security) and the provision of complete information to families about illegal investigations.
8. Establishment of a global DNA database and a single register of missing children under the name of the organisation FIND, as support for the families without political mediation of national governments.
9. Recognition and implementation of the state of emergency of systemic risk, with the presumption that the responsibility for the disappearance of children and the search for them is not only a matter of symbolic obligations.
10. This resolution represents a voice of conscience and a call to action. Our common duty is to protect every child and to find the missing, because the truth cannot be erased.
