I remain completely puzzled about the question whether the UNCRC is Acquis or not.
The replies I receive give me the impression that the European Commission is rather confused.
With the attached latest reply of DG Just, I can now conclude the UNCRC is not acquis and was never.
It also implies that all the work the COM did in Romania lacked all legal basis.
Today there was another hearing in the Petition Committee regarding forced adoptions in the UK.

I note with a positive surprise, that the COM will now have a meeting with the victims, further that the Committee will address the issue with the first Vice President.
However, I remain concerned that the previous work of the EU Commission will be reversed ( in particular the work of independent panel; http://www.asktheeu.org/en/request/762/response/2971/attach/2/DG%20ELARG%20BDT%2088%202007%201341.pdf )
Maybe even what is now envisaged as “ EU Guidelines” may become indeed a Directive? But then incorporating adoption and intercountry adoption as a childprotection measure, which it is not according to the independent panel.
At the end even the old member states will become sending countries?
Simon Mordue in particular certainly remembers Georgette Mulheir.
She works now for Lumos / JK Rowlings. Lumos was originally the Children High Level Group, founded by Emma Nicholson together with JK Rowlings.
Remember? Roelie Post applied, due to lack of other choice, for CCP to work for the Children´s High Level Group but was denied CCP! ( 2007)
