Shanghai. The Chinese government said it will make "a greater effort" to help children born in China and adopted by foreign families to explore their roots and find their biological parents, the government newspaper China Daily reported today.

That includes easier access to their records prior to adoption and the organization of meetings with their former caregivers in orphanages, according to Ni Chunxia, ??deputy director of the Department of Social Affairs of the Ministry of Civil Affairs.

"The local authorities should continue with the non-profit assistance and try to make it more humane, professional and adapted, with the aim of helping children to grow in a healthy way," he said.

This will be possible thanks to a new regulation issued by the Government in November that came into force this month and that includes actions such as coverage of the expenses of visits by returnees.

Precisely today the Ministry of Civil Affairs (ACM), announced that China registered a decrease in the annual number of adoptions registered in the last decade thanks to the "rapid and constant development of the economy and the improvement of welfare policies".

Thus, while the annual number of adoptions registered throughout the country in 2009 was 44,260, it plummeted by almost 66% to 15,143 in 2018, according to ministry figures.

As a consequence of the single-child policy implemented four decades ago by the Chinese Government and eliminated in 2016, many babies were abandoned due to the inability of their parents to face the heavy fines that involved having a second child.

Since a law was passed in 1992 to allow international adoption, adoptions abroad multiplied, many of them girls, who were mainly abandoned.

"As the economy develops and society stabilizes, fewer children have been abandoned," said MCA social affairs department director Wang Jinhua.

Shanghái. El Gobierno chino aseguró que realizará "un mayor esfuerzo" para ayudar a los niños nacidos en China y adoptados por familias extranjeras a explorar sus raíces y buscar a sus padres biológicos, informó hoy el diario oficialista China Daily.

Eso incluye un acceso más fácil a sus archivos previos a la adopción y la organización de reuniones con sus antiguos cuidadores en orfanatos, según aseguró Ni Chunxia, subdirectora del Departamento de Asuntos Sociales del Ministerio de Asuntos Civiles.

"Las autoridades locales deben continuar con la asistencia sin ánimos de lucro y tratar de que esta sea más humana, profesional y adaptada, con el objetivo de ayudar a los niños a crecer de manera saludable", dijo.

Esto será posible gracias a un nuevo reglamento que emitió el Gobierno en noviembre y que entró en vigor este mes y que contempla acciones como la cobertura de los gastos de las visitas de los retornados.

Precisamente hoy el Ministerio de Asuntos Civiles (ACM), anunció que China registró un descenso en el número anual de adopciones registradas en la última década gracias al "rápido y constante desarrollo de la economía y la mejora de las políticas de bienestar".

Así, mientras que el número anual de adopciones registradas en todo el país en 2009 fue de 44.260, se desplomó en casi un 66 % hasta las 15.143 en 2018, según las cifras del ministerio.

Como consecuencia de la política del hijo único implementada hace cuatro décadas por el Gobierno chino y eliminada en 2016, numerosos bebés fueron abandonados ante la imposibilidad de sus padres de hacer frente a las cuantiosas multas que suponía tener un segundo hijo.

Desde que en 1992 se aprobó una ley para permitir la adopción internacional las adopciones en el extranjero se multiplicaron, muchas de ellas de niñas, quienes fueron principalmente las abandonadas.

"A medida que la economía se desarrolla y la sociedad se estabiliza, menos niños han sido abandonados", aseguró el director del departamento de asuntos sociales de MCA, Wang Jinhua.
