Sustained efforts by the international aid community working with the EU are needed to address persistent problems of institutionalisation of people with disabilities in some European countries, according to Mairead McGuinness, MEP and Vice-President of the European Parliament who this week facilitated a discussion on advancing the issue with European Commissioner for Regional Development, Coriana Cretu, and Irish activist John Mulligan of Focus on Romania.

Concern was expressed that ways were being found to circumvent an initiative for which McGuinness was responsible, that is, the revision of EU structural fund rules that preclude the use of structural funds for the construction or renovation of institutions, so that funds can be directed towards projects that support community living.

Diese Infos scheinen perfekt das Bild zu ergaenzen, das im Raum Suedsiebenbuergen ueber die Umtriebe des inzwischen verstorbenen Homosexuellenaktivisten und ex-BND-Mitarbeiters Udo J. Erlenhardt (Kuenstlername Pater Don Demidoff) im ehem. evangelischen Pfarrhaus von Jakobsdorf als potentielle Zuchstaette fuer Lustknaben entstanden ist. Wir berichteten.

donDon Demidoff, alias Udo Erlenhardt, war ja schon einiges. Textileinzelhandelskaufmann, Chefredakteur, Gastwirt, Zeuge des Militärische Abschirmdienst (MAD) in der Kießling Affäre und dadurch umbenannter Pater. Und jetzt wird der Don Demidoff auch noch Webmaster. Auf seiner Depeschen-Seite schimpft er schon mal auf die alten Kommunisten, die Dekadenz des Westens, die westlichen Demokratien mit ihren neuen Linken und die rumänisch-orthodoxen Kirche. Jetzt hat der Don über 10 neue Domains geschaltet auf denen er in mehreren Sprachen seine Gedanken kundtun will. Damit hat er sich viel vorgenommen, aber seinem gesteigertem Ego wird es sicherlich gut tun. Was natürlich nicht so gut ist, das er das alles mit seinen Spendengeldern finanziert, was durch die jetzt aufgetauchten Rechnungen belegt wird

"The law from 2004 regarding adoptions in Romania includes an article which is against the United Nations Convention and the Hague Convention, because it forbids international adoptions," declared the president of the foundation SERA France, Francois DeCombret, in an attempt to force Romanian authorities to review the legislation in this area.

Unicef: 10 principles should become EU policy – EU acquis – so that they are binding

On behalf of UNICEF, Ms Bissell invited the EU and

EU Member States to join the partnership. With regard to EU actions, Ms Bissell said

International adoption: Romania and Bulgaria, two countries in comparison

" Bulgaria has shown that it is possible to fight the market for children without close international adoptions , "said Krassimira Natan, Lawyer and representative staff Ai.Bi. in Bulgaria, speaking at the Conference "Challenges in adoption procedures in Europe" held Tuesday, December 1 at the Palais de l'Europe in Strasbourg.

The Bulgaria is a country that, unlike Romania, has chosen to promote adoption of a policy geared to transparency and rigor, thus avoiding the extreme decision to block international adoptions. After a period of gradual slowdown, the government in Sofia has decided, at the end of 2007, to give a new impetus to international adoptions. He did so from a change of the members of the Central for adoptions and intensifying the number of sessions of the body, introducing new criteria for the combination of adoptable children with prospective adoptive families, creating an ad hoc regulation for children with "special needs" (ie, belonging to ethnic minority health problems or over the age of seven years).
