Kemerovo Closed . . .

The last couple of weeks have been difficult reading/hearing the rumors of "changes". Involuntary thoughts & questions have rolled through my mind until Friday, when my agency officially communicated the “changes”. It has been hard to concentrate! My mind has wondered in & out of thoughts of hope, and then despair.

Part of my heart was hopeful, thinking it would be good news, since my dossier is already in Kemerovo waiting for registration. I thought, “Maybe I’m far enough along, it won’t affect me!” But a bigger, more realistic part of my heart knew that, once again, we were in for more delays & more wait. And, yes, unfortunately, the latter is true. Kemerovo is closed to International Adoptions until further notice. Below is the official update from my agency.

Kemerovo Update:

This region is currently on hold due to number of adoptions completed this year. Russian government asks all the regions to provide statistics on foreign and domestic adoptions. This year Kemerovo did too many international adoptions so the governor decided to put adoptions on hold for a few months because they exceeded the quota.

Families who went on trip 1 will finish their adoptions as planned! Court dates will be assigned. If you have accepted a referral but not made the first trip, you may wait for Kemerovo to reopen and continue the process. Right now there are no international adoptions in Kemerovo but there is a chance that a local family can choose the child. This is a risk that comes with every adoption, it will be your choice if you would like to wait.

The officials hope Kemerovo will reopen sometime in the summer (July, August). We hope we will have new referrals as soon as the region will reopen.

There is one saving grace to all of this . . . I have only been waiting with AA for 2 months and in February, when I signed, there was an estimated 6 month wait until referral. So, realistically, August would be the earliest in my time line to receive a referral, anyway. But, that was with referrals moving along at a steady rate. With the new delays, I don’t know if that August date for a referral will still hold true. Only time will tell . . .

So, preparing for more wait . . . Will it ever end?

Nancy, I’m so sorry. Who would have thought that too many adoptions could be a bad thing? Hopefully the region will not remain closed for too long. Some days this process does not make any sense to me at all. Sending hugs and prayers your way.

I'm so sorry to hear that your wait has been extended. It is so confusing to be told that 'too many adoptions' have occurred when so many kiddos are waiting for their families.

Hi Nancy, This is just too much. How can there ever be too many adoptions of the children in the orphanages? I am so sorry to hear this. I know our children are waiting for us, but why do they make the children wait so long? Is there now going to be maximum quotas in all of the regions?

I pray you still get a referral by or before August. Hang in there! Teresa

Oh Nancy! I am so sorry to hear this. I saw rumors on FRUA but I had hoped it was just a rumor! I hope things open up sooner then anticipated. It's so hard to believe that there is a quota. I hope you are hanging in there.

SO sorry to hear that this has happened. It is unbelievable considering how many kids are over there waiting on families! I remember all those faces we saw in the lunch line while we were talking to "our" kids. Hang in there and turn it over to God -

Hi Nancy & All,

We are in Ireland and we just got word from our facilitator that he has filed our papers in Kemerovo? But I am reading here that this region was closed? Im wondering why our facilitator chose this region now ? Can anyone tell us if it has been re-opened and if Nancy's beautiful little daughter came home to her ? We have asked for a little girl 0-18 mths I wondered if anyone knew on average how long the wait is before you would hear if there was a referral?

Susan, calm your worries. The Kemerovo region WAS closed during part of April, May & part of June. It has re-opened as of June (see my 6/25/08 post - about 2/3 down the post).

I'm not sure about Ireland . . . But, since the re-opening, the region has gotten much slower with fewer completed adoptions in 2008. Who knows what 2009 will bring. There is a wait for 1st trip invitations & wait time between trips #1 & #2 has lengthened to 3-5 months. I do believe the 10 day stay is still being regularly waived.
