1. IN MAY 1974, JAMES AKRE (US), EMPLOYEE OF INTERNATIONAL LABOR

OFFICE, GENEVA, APPLIED THROUGH INTERNATIONAL SOCIAL SERVICE (ISS),

IN GENEVA TO ADOPT A VIETNAMESE CHILD. HE WAS INFORMED IN ERALY

OCTOBER (THROUGH ISS) THAT BABY SELECTED FOR ADOPTION IS NGUYEN

VAN THANH, ADOPTED NAME DANIEL THAN AKRE, BORN MAR 1, 1974.

2. AKRE AND HIS SWISS WIFE WERE INFORMED EARLY FEB THAT

LAWYER'S FEE OF 300 DOLLARS WAS PAYABLE (AND HAS SINCE BEEN PAID)

AND WOULD BE LAST STEP IN ADOPTION PROCESS. ACCORDING TO AKRE,

SWISS, US AND ILO AUTHORITIES ARE IN AGREEMENT ON THE CASE AND ILO

RECOGNIZES DANIEL THAN AKRE AS HIS DEPEDENT. ISS HAS SINCE

ADVISED AKRE THAT A POSSIBLE SNAG HAS DEVELOPED, APPARENTLY

INVOLVING ISSUANCE OF EXIT VISA AND VIETNAMESE PASSPORT, AND

APPROVALS OF VIETNAMESE MINISTERS OF SOCIAL AFFAIRS AND

INTERIOR ARE STILL PENDING.

3. REQUEST EMB CONTACT ISS DIRECTLY AND ASCERTAIN WHAT

IS NECESSARY TO ASSURE EARLIEST POSSIBLE ISSUANCE OF EXIT

VISA FOR THE BABY. AKRE PRESUMES ISS SAIGON (51 MAC-DINH

CHI) WILL KEEP ISS GENEVA POSTED ON DEVELOPMENTS, BUT

MISSION WOULD APPRECIATE LEARNING RESULTS OF EMBASSY'S
