At the end of April, 17-year-old Thereza De Wannemaeker from Denderleeuw testified in this newspaper about the fraud that occurred during her adoption from Ethiopia. Following her testimony, other Ethiopian adoptive children and their parents also abandoned anonymity stories of fraud. They gave poignant examples of biological parents who were wrongly declared dead, children who were pressured to lie about their age, and boys and girls who were wrongly presented as siblings.

In response to the flow of stories, MEP Lorin Parys (N-VA) urged then Minister of Welfare Jo Vandeurzen (CD&V) to put together an expert panel that could conduct an independent investigation into all possible cases of intercountry adoption fraud in Flanders. In the new coalition agreement, that plan was ratified and almost 60,000 euros were made available for it. Strange things

Everyone happy? Not quite. After all, many adopted and victims of adoption fraud fell out of the sky last week when they learned that the expert panel had already been put together and that the guidelines of the investigation had also been laid down. "They had promised to give their participation to victims and adopted children, but that does not help," says Miranda Ntirandekura Aerts, who was adopted from Rwanda as a 5-year-old. “We didn't even know they already had a panel ready. I had to learn that by accident last week. "

The clinical psychologist from Antwerp immediately went looking for information and came across a number of strange things. "First of all, I ask a panel of experts about intercountry adoption that consists exclusively of white men and women," says Aerts. “Diversity seems incredibly important to me in such a panel. But even stranger is that the Flemish Center for Adoption will play a coordinating role within research. That is absurd, because if it turns out that serious mistakes have been made for many years in intercountry adoptions, the VCA is responsible for that. Surely that cannot conduct an independent investigation of itself? That is particularly problematic. "

Together with 23 adopted people from 13 different countries of origin, Aerts wrote a letter to current Minister of Welfare Wouter Beke (CD&V), in which she denounces the situation. All signatories are angry at the way the investigation starts. As experienced experts, they feel they have passed. "We disagree with the current composition of the expert panel and with the role that the SCC is assigned," they write. “We have kindly asked for participation several times, but apparently that doesn't work. So we demand it now. We want to be heard in the research, from start to finish. You cannot keep pushing us aside as a group. Or treat us as stakeholders who may only voluntarily come to brainstorm if it suits you. ”

To the bone

The adopters ask that the SCC does not play any role in the investigation and put three people forward who they would like to add to the panel. "It would provide more balance," says Aerts. “For example, there is now someone in there who is a board member of a non-profit organization that used to organize adoptions. This does not benefit objectivity. The more diverse the panel is, the greater the variety of research questions will be. "

It is crucial for Aerts and the signatories of the letter that the researchers dare to go to the bone. “For example, it should not only be about the fraud committed during adoptions from Ethiopia or Guatemala, for example. The entire system must be questioned. "Wait and see if it will come to that. The investigation will run for a little longer than a year and should culminate in December 2020 in a report that will be presented to Parliament.

Minister Beke "I really appreciate their signal"

Flemish Minister for Welfare Wouter Beke (CD&V) understands the reaction of the victims and adopted people. "I very much appreciate their signal and I will also communicate that to the expert panel." Beke notes that it was the previous Flemish government that, just before the summer, made a first selection for the expert panel. He himself thinks it is a good idea to add experience experts to it now. He emphasizes that the scope of the research is not restricted in any way. “The panel decides for itself what course it wants to take. You can put the focus on all countries where you have questions and the agenda can be determined freely. In any case, it was also planned to involve all potential stakeholders - including experienced experts - in the research. ”Beke refutes the fact that the Flemish Center for Adoptions would play a leading role in the research. "The VCA will only streamline the initial consultation and launch the expert panel, but afterwards it will only perform an administrative function."

Eind april getuigde de 17-jarige Thereza De Wannemaeker uit Denderleeuw in deze krant over de fraude die bij haar adoptie uit Ethiopië plaatsvond. In navolging van haar getuigenis traden toen ook andere Ethiopische adoptiekinderen en hun ouders uit de anonimiteit met verhalen over fraude. Ze gaven schrijnende voorbeelden van biologische ouders die onterecht dood werden verklaard, kinderen die onder druk gezet werden om te liegen over hun leeftijd en jongens en meisjes die onterecht als broer en zus voorgesteld werden.

In een reactie op de stroom aan verhalen drong parlementslid Lorin Parys (N-VA) er bij toenmalig minister van Welzijn Jo Vandeurzen (CD&V) op aan om een expertenpanel samen te stellen dat een onafhankelijk onderzoek kon voeren naar alle mogelijke gevallen van interlandelijke adoptiefraude in Vlaanderen. In het nieuwe regeerakkoord is dat plan bekrachtigd en werd er een kleine 60.000 euro budget voor vrijgemaakt. Aanstaande vrijdag is het eindelijk zover: dan komt het panel een eerste keer samen en gaat het onderzoek officieel van start.

Vreemde zaken

Iedereen blij? Niet helemaal. Heel wat geadopteerden en slachtoffers van adoptiefraude vielen vorige week immers uit de lucht toen ze vernamen dat het expertenpanel al is samengesteld en dat ook de krijtlijnen van het onderzoek zijn vastgelegd. “Men had beloofd om slachtoffers en geadopteerden inspraak te geven, maar daar blijkt niks van aan”, zegt Miranda Ntirandekura Aerts, die als 5-jarige geadopteerd werd uit Rwanda. “We wisten zelfs niet eens dat ze al een panel klaar hadden. Dat heb ik vorige week per toeval moeten vernemen.”

De klinisch psychologe uit Antwerpen ging onmiddellijk op zoek naar informatie en stootte op een aantal vreemde zaken. “Ik stel mij ten eerste vragen bij een expertenpanel over interlandelijke adoptie dat uitsluitend bestaat uit witte mannen en vrouwen”, zegt Aerts. “Diversiteit lijkt mij in zo’n panel ontzettend belangrijk. Maar nog vreemder is dat het Vlaams Centrum voor Adoptie een coördinerende rol krijgt binnen het onderzoek. Dat is absurd, want als zou blijken dat er jarenlang ernstige fouten zijn gemaakt bij interlandelijke adopties, dan is het VCA daar mee voor verantwoordelijk. Dat kan toch geen onafhankelijk onderzoek naar zichzelf voeren? Dat is bijzonder problematisch.”

Samen met 23 geadopteerden uit 13 verschillende herkomstlanden schreef Aerts een brief naar huidig minister van Welzijn Wouter Beke (CD&V), waarin ze de situatie aan de kaak stelt. Alle ondertekenaars zijn verbolgen over de manier waarop het onderzoek van start gaat. Als ervaringsdeskundigen voelen ze zich gepasseerd. “We zijn het oneens met de huidige samenstelling van het expertenpanel en met de rol die het VCA krijgt toebedeeld”, schrijven ze. “We hebben al meermaals vriendelijk gevraagd om inspraak, maar dat werkt blijkbaar niet. Dus eisen we het nu. We willen gehoord worden in het onderzoek, van begin tot einde. Jullie kunnen ons als groep niet blijven aan de kant schuiven. Of ons behandelen als stakeholders die enkel vrijwillig mogen komen brainstormen als het jullie uitkomt.”

Tot op het bot

De geadopteerden vragen dat het VCA geen enkele rol krijgt in het onderzoek en schuiven zelf drie personen naar voren die ze graag zouden willen toevoegen aan het panel. “Het zou voor meer evenwicht zorgen”, vindt Aerts. “Want nu zit er bijvoorbeeld iemand in die zelf bestuurslid is van een vzw die vroeger adopties organiseerde. Dat komt de objectiviteit niet ten goede. Hoe diverser het panel samengesteld wordt, hoe groter de verscheidenheid aan onderzoeksvragen zal zijn.”

Voor Aerts en de ondertekenaars van de brief is het cruciaal dat de onderzoekers tot op het bot durven te gaan. “Het mag bijvoorbeeld niet enkel gaan over de fraude die gepleegd is bij adopties uit pakweg Ethiopië of Guatemala. Het hele systeem moet in vraag gesteld worden.” Afwachten of het zover komt. Het onderzoek zal iets langer dan een jaar lopen en moet in december 2020 uitmonden in een rapport dat aan het parlement gepresenteerd zal worden.

Minister Beke “Ik apprecieer hun signaal zeer hard”

Vlaams minister van Welzijn Wouter Beke (CD&V) heeft begrip voor de reactie van de slachtoffers en geadopteerden. “Ik apprecieer hun signaal zeer hard en zal dat ook zo meedelen aan het expertenpanel.” Beke merkt op dat het de vorige Vlaamse regering was die, vlak voor de zomer, een eerste selectie maakte voor het expertenpanel. Zelf vindt hij het een goed idee om daar nu ook ervaringsdeskundigen aan toe te voegen. Hij benadrukt dat de reikwijdte van het onderzoek op geen enkele manier ingeperkt wordt. “Het panel beslist zelf welke koers het wil varen. Men kan de focus op alle landen leggen waar men vragen rond heeft en de agenda is vrij te bepalen. Sowieso was ook voorzien om alle mogelijke stakeholders - dus ook de ervaringsdeskundigen - bij het onderzoek te betrekken.” Dat het Vlaams Centrum voor Adopties een leidende rol zou spelen in het onderzoek, weerlegt Beke. “Het VCA zal enkel het eerste overleg stroomlijnen en het expertenpanel opstarten, maar nadien vervult het louter een administratieve functie.”
