KINSHASA, Congo (AP) — Congo has drafted new adoption legislation and reviewed cases pending since it halted international adoptions in 2013, the government said Tuesday.

Among the recommendations in the legislation, international adoptions will only be allowed if solutions in Congo are lacking, both in the family and public, said government spokesman Lambert Mende. The new law also states that those seeking to adopt must present themselves before a tribunal in Congo and adoptions will only be considered from countries with good diplomatic relations with Congo, he said.

On December 17, I watched and listened from the Gallery as the Parliament began the debate on The Children (Amendment) Bill 2015.

The points that stood out in the debate were the establishment of a Children's Authority and Inter-Country Adoption. Majority of the legislators agreed on the creation of the Authority in the hope that it will enable more funding and efficient management and coordination of children related issues.

Adopties van kinderen uit de Verenigde Staten en concreet de staat New York (VS) worden mogelijk. Het Vlaams Centrum voor Adoptie (VCA) keurde de samenwerking tussen adoptiedienst ‘Het Kleine Mirakel’ en de staat New York goed.

“Het Vlaams Centrum voor Adoptie heeft een grondig onderzoek gevoerd en afdoende waarborgen ingebouwd zodat adopties voldoen aan het Haags Adoptieverdrag en de Belgische regelgeving”, stelt Jo Vandeurzen, minister van Welzijn, Volksgezondheid en Gezin. “Dit is goed nieuws voor kandidaat-adoptieouders, onder meer ook voor koppels van hetzelfde geslacht. De wetgeving staat toe dat ook zij kinderen uit New York kunnen adopteren. Hiermee tonen we ook aan dat adoptie een toekomst heeft”.

In december 2014 werd door adoptiedienst ‘Het Kleine Mirakel’ een voorstel ingediend om een adoptiesamenwerking met de Verenigde Staten mogelijk te maken, meer bepaald in de staat New York. Het Vlaams Centrum voor Adoptie heeft het onderzoek nu afgerond. Vorige week werd hierover nog een laatste keer overlegd met de Federale Centrale Autoriteit (FCA) inzake Adoptie, die een gunstig advies verleende.

In New York, one adoption service will mediate for children who are given up by their biological parents shortly after birth. It will usually involve parents in very precarious situations.

You can now start with five test files. Candidate adoptive parents who have a suitability judgment can contact the adoption service. More information about the conditions that the candidates must meet and the working method can be found on the Kind & Gezin website. All costs incurred in the course of the process will be borne by the candidates.

Ministers Vandeurzen and Geens are satisfied with the new adoption channel. "This is good news for prospective adoptive parents, including same-sex couples," says Vandeurzen. "With this we also show that adoption has a future. Geens is positive about the guarantees that have been built in.

Dat het nieuwe RTL programma 'Met Open Armen', waarin presentatrice Natasja Froger nieuwbakken ouders volgt tijdens de adoptieprocedure, ook de eerste ontmoeting tussen ouders en adoptiekindje laten zien, vindt de stichting United Adoptees International (UAI) dan ook waanzin. Als het aan de stichting ligt, is dat genoeg reden om het programma van de buis te halen. Wat vinden jullie?

Voorzitter Hilbrand Westra van het UAI vindt dat geadopteerde kinderen niet de dupe mogen worden van emotie-televisie: "De adoptiekinderen zijn ongevraagd en onbedoeld lijdend voorwerp van emotie-tv voor commerciële doeleinden. Deze kinderen zijn hun anonimiteit kwijt en hun privacy wordt geschaad", aldus Westra.

"Adoptie is voor de betrokken kinderen een zeer complex en gevoelig proces. Zij moeten juist in de gelegenheid worden gesteld om dat proces in rust en stilte te doorlopen."
