Special homecoming from Haiti
Today three children came home from Haiti on a special flight. It concerns 3 boys who were taken up for adoption in 3 different families and for whom the adoption procedure went through the Dutch Adoption Foundation (NAS).
The adoption procedure of the affected children in Haiti was completed, but due to travel restrictions due to
COVID-19 it was impossible to pick them up. An end to the present situation was not in sight. The German organization HELP a child eV "Kinder finden Eltern" found itself in a similar situation with 7 children. Their adoption procedure was also completed, after which it was impossible for the parents to pick up the children. This organization has taken the initiative to rent a private jet to transfer the children from Haiti to Germany. The Dutch parents were able to join this because of 3 available places on the flight. The aircraft left Basel with escorts on Friday morning and landed early on Saturday 9 May with the special passengers at Karlsruhe Airport.
In Haiti, the Dutch children were prepared for the flight by the Haitian partner of the NAS, escorted to the airport and handed over to the escorts on the trip at Port-au-Prince airport. Explicit permission was granted for this special flight by the Central Authority in Haiti (IBESR).
The 2 weeks prior to this Airlift has been extremely exciting for the families involved whether they would be able to get permission for this Airlift and get their children home. During this short period of time, the NAS had a particularly intensive collaboration with the Dutch Ministries of Justice and Security and Foreign Affairs. The 3 organizations have made joint efforts to obtain the necessary consents on the Dutch, Haitian and German sides to pick up the children, bring them into the Schengen area, land in Karlsruhe and hand the children over to the Dutch parents.
The children have met their parents before. As part of the Haitian adoption process, the intended adoptive parents will pay a 2-week visit to the children prior to the initiation of the adoption process. The procedure for the 3 children who have now been picked up was fully completed. New adoptions from Haiti to the Netherlands have been temporarily suspended by the Ministry of Justice and Security before the COVID-19 pandemic manifested itself due to the threatening security situation in this poorest country in the Western Hemisphere. The adoption procedure of these 3 boys involved had started before the declared suspension and was therefore completed.
The NAS is grateful for the good cooperation and the efforts of all parties involved. We also want to thank our German colleagues for taking the initiative for this flight, which allowed these three boys to come home. In January 2010 there was also an Air Bridge from Haiti to the Netherlands. The NAS took the initiative to charter a Boeing 737 with which more than 100 Dutch and Luxembourg children arrived at Eindhoven Airport on January 21, 2010 after the devastating earthquake in the country.

Vandaag zijn vanuit Haïti drie kinderen thuisgekomen met een bijzondere vlucht. Het betreft 3 jongens die in 3 verschillende gezinnen ter adoptie opgenomen zijn en voor wie de adoptieprocedure via de Nederlandse Adoptie Stichting (NAS) is verlopen.
De adoptieprocedure van de betrokken kinderen in Haïti was afgerond, maar door de reisbeperkingen vanwege
COVID-19 was het onmogelijk om hen op te halen. Een einde van de voorliggende situatie was niet in zicht. De Duitse organisatie HELP a child e.V. „Kinder finden Eltern“ bevond zich met 7 kinderen in een vergelijkbare situatie. Ook hun adoptieprocedure was afgerond, waarna het voor de ouders onmogelijk was om de kinderen op te halen. Deze organisatie heeft het initiatief genomen om een privé jet te huren om de kinderen over te brengen van Haïti naar Duitsland. De Nederlandse ouders konden hierbij aansluiten vanwege 3 beschikbare plaatsen op de vlucht. Het toestel is met begeleiders op vrijdagmorgen vertrokken vanuit Basel en op zaterdag 9 mei in alle vroegte met de bijzondere passagiers geland op Karlsruhe Airport.
In Haïti zijn de Nederlandse kinderen door de Haïtiaanse partner van de NAS voorbereid op de vlucht, naar het vliegveld begeleid en op het vliegveld van Port-au-Prince overgedragen aan de begeleiders op de reis. Voor deze bijzondere vlucht werd door de Centrale Autoriteit in Haïti (IBESR) expliciete toestemming verstrekt.
De 2 weken voorafgaand aan deze Luchtbrug is enorm spannend geweest voor de betrokken gezinnen of het zou lukken om toestemming te krijgen voor deze Luchtbrug en zij daarmee hun kinderen thuis zouden krijgen. Voor de NAS was er in deze korte periode sprake van een bijzonder intensieve samenwerking met de Nederlandse Ministeries van Justitie en Veiligheid en Buitenlandse Zaken. De 3 organisaties hebben zich gezamenlijk ingespannen om de benodigde toestemmingen aan Nederlandse, Haïtiaanse en Duitse zijde te verkrijgen om de kinderen op te halen, het Schengen gebied binnen te brengen, te landen in Karlsruhe en de kinderen daar over te dragen aan de Nederlandse ouders.
De kinderen hebben hun ouders eerder ontmoet. Als onderdeel van de Haïtiaanse adoptieprocedure brengen de beoogde adoptieouders een 2-weeks bezoek aan de kinderen voordat de afronding van de adoptie wordt opgestart. De procedure voor de 3 kinderen die nu zijn opgehaald was volledig afgerond. Nieuwe adopties vanuit Haïti naar Nederland zijn nog voordat de COVID-19 pandemie zich openbaarde, door het Ministerie van Justitie en Veiligheid tijdelijk opgeschort vanwege de bedreigende veiligheidssituatie in dit armste land van het westelijk halfrond. De adoptieprocedure van deze betrokken 3 jongens was opgestart voor de afgekondigde opschorting en werd derhalve afgemaakt.
De NAS is dankbaar voor de goede samenwerking en de inzet van alle betrokken partijen. Ook willen we onze Duitse collega’s bedanken voor het nemen van het initiatief voor deze vlucht, waardoor deze drie jongens naar huis konden komen. In januari 2010 was er ook een Luchtbrug vanuit Haïti naar Nederland. Hierbij nam de NAS het initiatief voor het charteren van een Boeing 737 waarmee meer dan 100 Nederlandse en Luxemburgse kinderen op 21 januari 2010 aankwamen op Eindhoven Airport na de verwoestende aardbeving in het land.
Wij wensen de kinderen met hun ouders een gelukkige toekomst.
