Se entremezclan en el caso la miseria en que vive gran parte de la población peruana, la corrupción de jueces y funcionarios públicos, más la falta de escrúpulos de auténticas mafias de abogados especializados en facilitar las adopciones.Perú es el tercer país del mundo y el primero de América Latina en la entrega de niños para adopción a extranjeros. Se calcula que4.000 niños peruanos han salido al extranjero por la vía de la adopción. Muchos peruanos ven bien que los extranjeros adopten niños desamparados "porque así podrán tener una vida mejor de la que les espera aquí". Por las calles de Miraflores, un barrio elegante de Lima, es frecuente encontrar parejas de rubios que llevan a un niño moreno con facciones peruanas. Forma parte del ritual de la adopción. Los padres adoptivos viajan a Lima y reciben al niño, con el que conviven semanas e incluso meses, mientras duran los largos trámites de adopción. (AP) _ Lynn Wetterberg came to Russia hoping to adopt a child. But the Chicago accountant quickly discovered Russians want to give up only children nobody else will take.

 

''At the adoption center, they told me there may be a problem because my son is healthy,'' Wetterberg said angrily. ''And they said that healthy children are not allowed to be adopted by foreigners no matter what age.''

 

Americans who are fed up with waiting years to adopt an American baby - and who want to rescue a child from what could be a lifetime of economic misery - are turning to Russia. The Communist rulers of the former Soviet Union made it almost impossible for foreigners to adopt Russian children.

 

A U.S. Embassy consular official, who spoke on condition of anonymity, said 35 visas were processed all of last year for Soviet orphans, while 26 already have been processed in the first seven weeks of 1992.

 

But like Wetterberg, who adopted a daughter from Romania last year, many find the process far from easy. Many also learn that only children Russians don't want - those who are either mentally or physically handicapped or non- white - are available to foreigners.

 

The stigma of adopting a disabled or non-white child is so great in Russia that such children usually spend their entire childhoods in institutions.

 

''When I went in to the adoption center, the first woman told me there was no way I could adopt a healthy child, period,'' Wetterberg said.

 

She said later she was offered a healthy black baby. The majority of black children in orphanages are born to African fathers who come for college and Russian mothers who give them up because of the stigma.

 

Wetterberg eventually found a healthy 7-year-old white boy. She thinks the adoption is going through because of the boy's age.

 

''We try to give away children that wouldn't fit in with Russian families, children who are missing some fingers or missing a hand or something,'' said Alla Zugayeva, at the Committee for the Social Protection of Childhood in the Russian Education Ministry.

 

Zugayeva said Russia has no agency to deal specifically with foreign adoptions, and her committee fears people from overseas may start arriving in droves.

 

''We are very worried that we might be facing the Romanian situation here because we have no good controls right now,'' she said.

 

After the fall of Romania's Communist dictatorship, Westerners flooded into that country seeking to adopt orphans. A black market in baby selling sprang up, leading the government to suspend adoptions by foreigners while stricter rules were enacted.

 

Eight U.S. agencies that charge high fees to arrange adoptions are now operating in Russia, according to the newspaper Komsomolskaya Pravda.

 

''A Soviet baby on the Western or American market costs from $10,000 to $50,000 on up,'' the newspaper said Tuesday. ''But the children must be healthy with a twinkle in their eyes and be less than a year old.''

 

Phil Edelen, who also adopted a child last year in Romania, came this month to take two new daughters home to Park City, Utah. He avoided the American adoption agencies.

 

''All the agencies care about is money,'' he said.

 

Edelen said he decided to adopt a Russian after reading about the deteriorating economy and lack of food. He said he was thrilled with his baby girls, both of whom are mildly handicapped.

 

''My mission from God is that if we don't help the children, we don't have a future. I'd adopt everyone here if I could,'' he said.

As she adopted a 15-month-old girl from India, Jerri Ann Jenista was told that the child had cerebral palsy, severe developmental delays and was thought to be having seizures.

Jenista, a University of Michigan pediatrician who specializes in the health problems of children adopted from other countries, took her new daughter Rohina right off to a neurologist. In those initial screenings six years ago, the doctors ruled out cerebral palsy and the seizures, Jenista recalled, and friends and colleagues assured her that Rohina's developmental delay would improve with time. And it did. So did her hepatitis, her intestinal parasites, her tuberculosis, her asthma, her malaria, her malnutrition.

When Rohina was 3, Jenista took her in for a routine checkup. Her pediatrician was on vacation, and they saw a new one.

Tuttavia Hilu' non sembra eccessivamente preoccupata. Il traffico di bambini e' un giro di milioni di dollari e vale la pena di correre qualche rischio. Secondo la polizia brasiliana negli ultimi anni Arlene avrebbe esportato in Italia, in Francia, in Germania e in Israele piu' di duemila bambini: ognuno di loro era stato comprato per 100.200 dollari e rivenduto per 10 o 15 mila. In pochi anni i trafficanti di Curitiba avrebbero incassato piu' di 20 milioni di dollari, circa 25 miliardi di lire, con cui Arlete ha poi comprato trenta appartamenti a Rio de Janeiro e varie proprieta' della regione di Parana' . Sabato scorso la polizia di Curitiba ha arrestato Hilu' e la sua banda quando stavano per portare ad Asuncion, in Paraguay, due piccole nate pochi giorni prima, due bambine comprate a ragazze madri disoccupate ognuna delle quali aveva ricevuto 130 dollari. I giornali brasiliani si erano gia' occupati a lungo di Arlete quando nel 1986 una giovane contadina l' aveva accusata di averle rubato la figlia di pochi mesi, poi venduta ad Asuncion a una coppia israeliana. La giustizia era pero' riuscita a recuperare la bambina che, rimpatriata dalla lontana Tel Aviv, e' stata restituita ai genitori. I trafficanti di bimbi hanno scelto come base Curitiba, capitale dello stato di Parana' , perche' in questa regione i brasiliani sono quasi sempre discendenti di europei, soprattutto di veneti, friulani, tedeschi, polacchi e lituani. I bimbi hanno quindi la carnagione chiara, gli occhi azzurri e i capelli biondi e il loro prezzo e' molto piu' alto dei piccoli mulatti di Bahia, Recife e Forteleza. In Brasile l' adozione dei bimbi e' un' industria in continua espansione, un' industria for export alimentata da migliaia di coppie che attraversano l' Oceano per ritornare a casa con un figlio. Molti di queste coppie sono italiane e la crescente richiesta fa moltiplicare la banda di trafficanti che per qualche milione di lire garantiscono l' adozione facile. Decine di medici, di avvocati, di religiosi e anche di magistrati si dedicano a questa lucrativa attivita' . Negli anni scorsi i carabinieri hanno trovato nell' aeroporto di Linate un "campionario" dimenticato da un avvocato di Brasilia. Un album di fotografie di bambini che potevano essere ritirati in un asilo ad hoc della capitale brasiliana e che, per pochi dollari in piu' , potevano essere consegnati a domicilio con tutti i documenti in regola. Documenti in regola li avevano anche le due bimbe che la settimana scorsa stava per vendere Arlete Hilu' . Il falso avvocato aveva gia' pronti due passaporti falsi e due certificati di nascita delle piccole "future cittadine italiane": bastava scrivere il nome e il cognome scelti dai nuovi genitori per passare senza problemi il posto di frontiera.
