HISTORIAL DE LA SITUACIIÓN DE ADOPCIÓN EN RUMANIA

(de octubre 2001 a abril 2002)

1. Octubre y Noviembre/2001: - Creación de un foro donde las familias adoptantes en Rumania pudieran transmitir con tranquilidad aquellas inquietudes, iniciativas, etc, en el dificil momento que viven (http://grupos.eresmas.com/lista/adprumania) Recogida de firmas de familias en reunión en Madrid. Presentadas ante el gobierno español y presidente rumano en su visita a España. - USA aporta 15 millones de dólares para programas de protección del menor con una duración de 5 años (ayudan a desarrollo legislativo junto con UNICEF y UE. - Se mantiene la idea del apoyo de la UE a la decisión rumana. - Gil-Robles manda una dura carta al primer ministro rumano en defensa de las adopciones. - Las familias envían comunicados a medios de comunicación, instituciones españolas y europeas y políticos denunciando la situación. - En Rumania aparecen noticias que 50 niños han sido adoptados ilegalmente por Italia, España y USA sin embargo nada más alega informes post-adoptivos fuera de plazo (generan corrientes de opiniión). - Apoyo de Asociaciones de Cora con cartas al gobierno. - Cora-Madrid envía escrito al grupo socialista.- Las respuestas de muchas de las instituciones (gobierno, defensor del menor, etc.) es tirar balones fuera: es asunto de Rumania con apoyo de la UE aunque afirman que la UE insta agilizar los trámites. -

2. Diciembre/2001: - Se autoriza iniciar en Madrid un segundo expediente. - En prensa rumana afirman la presión de Francia, USA, e Israel para levantar la moratoria. - Con ocasión del viaje de Aznar se desbloquea en diciembre 22 familias que tenían resolución judicial a falta de certificado de conformidad para completar la adopción; algunas familias llevan ya casi un mes en Rumanía acompañando a sus hijos. - Se establece que excepcionalmente puede haber adopciones por el interés superior del niño; sin embargo hay una veintena de familias con asignación que no prospera su expediente. - Prensa rumana intoxica con acusaciones de búsqueda en Israel de niños para tráfico de órganos. - La Senadora Inmaculada Loroño (nacionalistas vascos) pregunta al Ministro AASS sobre actuaciones en la moratoria. -

3. Enero/2002: - Circula un borrador sobre la nueva ley de protección del menor. - Sin embargo no hay avances sustanciales.- Las familias siguen escribiendo y presionando en la medida de sus posibilidades; se observa a muchas "quemadas". - El espíritu de la nueva ley es aplicación racional del Convenio de la Haya.

L’affaire des « bébés roumains »

"L'affaire des bébés roumains" est nommée ainsi par la presse française au début des années quatre-vingt (notamment on retrouve ce titre dans le Quotidien de Paris, du 3 Juin 1983) et rend compte de la situation de blocage des adoptions d'enfants roumains en Roumanie par des adoptants internationaux au cours des années quatre-vingt jusqu'au début des années quatre-vingt dix.

En janvier 1988 la mobilisation de l'association Enfance & Familles d'Adoption, fédération nationale des nombreuses associations départementales, débloque la situation pour quelques candidats à l'adoption pour l'été 1988 en interpellant les politiques. On retrouve un communiqué du ministère des affaires étrangères datant du 20 juillet 1988, où l'on apprend que selon la déclaration du porte parole du Quai d'Orsay : " Le Conseil d'Etat roumain a approuvé l'adoption de 74 enfants roumains par des familles françaises." Temporary Suspension of Michael S. Goldstein, Esq.’s Approval

On May 21, 2016, the Council on Accreditation (COA) suspended the approval of Michael S. Goldstein, Esq. for failing to maintain substantial compliance with the accreditation standards. This adoption service provider has assisted with adoptions to and from the United States.

During this suspension, Michael S. Goldstein, Esq., must cease to provide all adoption services in connection with intercountry adoption cases that are subject to the Intercountry Accreditation Adoption Act and/or the Universal Accreditation Act, including for any cases subject to the grandfathering provisions of the Universal Accreditation Act, other than any required corrective action. If you have an open case with this adoption service provider, please contact the adoption service provider directly to find out how this will affect your case. Michael S. Goldstein, Esq., is not required to transfer its cases to another provider at this time, but COA reserves the right to require a transfer of any or all of Michael S. Goldstein, Esq.’s cases at any time while it remains under suspension.
