Elton 'wants to adopt baby orphan'

Singer Sir Elton John has said he wants to adopt a 14-month-old boy from an orphanage in Ukraine who has "stolen his heart".

Sir Elton, 62, was visiting the country with his Aids foundation and during his visit he performed 'Circle of Life' for the children, some there because their parents had died of Aids.

At a press conference later he and partner David Furnish, 46, were asked whether they thought of adopting and Sir Elton announced he would like to adopt one of the children, Lev.

A draft law on adoption is being circulated for public comment. Ha Noi Bar Association vice president Nguyen Hong Tuyen spoke to the Hai Quan (Customs) newspaper about the new draft law.

What issues regarding adoption are still not covered in the existing law?

The issue of adoption is touched on in several laws, including the Law on Marriage and Family, the Civil Code and a Government decree, but there has not yet been a specific law on the subject.

My passion for ending poverty began when I was 15. I discovered that when you live in the Western world, you don't always imagine what life is like in developing countries. Even though I joined CARE 10 years ago, and have seen CARE's work personally in the field, it is not the same as having 350 people from the CARE family in one place! I am meeting people that I only knew by email, including colleagues from Madagascar and Brazil. The start to the conference has been fantastic - it is very empowering. I am happy to be part of the CARE family, and proud of the work carried out by everyone.

WASHINGTON — US lawmakers have called on their government to ease red tape that has slowed the adoption of Guatemalan children since legal reforms were introduced to more strictly regulate the process.

In a letter, 52 legislators asked US Secretary of State Hillary Clinton to ensure Guatemalan measures aimed at curbing baby selling were "being carried out in a way that protects the interests of children, birth parents, and adoptive parents alike."

Signatories said that since the reforms passed adoptions have stagnated "forcing the children involved to remain in institutions or temporary care," with would-be parents bombarded with requests for information.

Until recently, Guatemala was on a per capita basis the largest source of US-adopted children in the world. At its peak, it was estimated that as many as 17 young Guatemalan children, many of them infants, departed Guatemala daily as an intercountry adoptees. The phenomenon was so common that the departure airline flights were called the “baby flight” by adoption agencies and families (Rotabi, 2007a). This dynamic underscores the fact that 98% of all adoptions were carried out internationally rather than domestic adoption placements with Guatemalan families (Latin American Institute for Education and Communication [ILPEC], 2000; UN, 2000). Dating back to the year 2000, reportedly 27,805 Guatemalan children were adopted by United States citizens (United States Department of State [USDOS], n.d.). US data are particularly relevant because a number of other industrialized nations, including Canada, enforced a moratorium on Guatemala as a sending nation due to adoption irregularities, and as a result, the vast majority of children were sent to the US during this time period (Rotabi, Morris & Weil, in press).

This Millenium adoption surge took place in the face of allegations and evidence of serious human rights abuses, including warnings from the US government and direct language such as “child trafficking” (United States Government Accountability Office [US GAO], 2005). While it is not certain just how many cases were fraudulent, illegal birth mother payments are believed to have become routine practice in recent years and this form of child sales was only one unscrupulous tactic of child traffickers.

The Department has been advised by the Ethiopian Ministry of Woman’s Affairs (MoWA) that no further adoption applications from single applicants will be accepted. This applies to any potential applications from single persons yet to be approved by State and Territory Central Authorities, including those who have lodged adoption applications and are currently under assessment.

MoWA has agreed that existing applications already approved by State and Territories can be progressed. This includes those applications lodged with the Australian Representatives in Ethiopia, and those approved and waiting with Central Authorities.
