Ethiopia to Cut Foreign Adoptions by Up to 90 Percent

Ethiopia to Cut Foreign Adoptions by Up to 90 Percent

By Peter Heinlein | Addis Ababa

VOA News

Ethiopia is cutting back by as much as 90 percent the number of inter-country adoptions it will allow, as part of an effort to clean up a system rife with fraud and corruption. Adoption agencies and children’s advocates are concerned the cutbacks will leave many Ethiopian orphans without the last-resort option of an adoptive home abroad.

Ethiopia’s Ministry of Women’s, Children’s and Youth Affairs has issued a directive saying it will process a maximum of five inter-country adoptions a day, effective March 10. Currently, the ministry is processing up to 50 cases a day, about half of them to the United States.

A copy of the directive provided to VOA says the reduction of up to 90 percent in cases will allow closer scrutiny of documents used to verify a child’s orphan status.

Ministry spokesman Abiy Ephrem says the action was taken in response to indications of widespread fraud in the adoption process.

Indonesia to co-operate with Interpol in investigation of child trafficking syndicate

JAKARTA, Indonesia - Indonesian police say they will co-operate with Interpol in the investigation of an alleged child trafficking syndicate selling Indonesian babies abroad.

Police recently arrested seven women in the capital and rescued three babies including one who was to have been sold in Singapore before the ring was revealed last month.

Jakarta police spokesman Col. Rikwanto said they are compiling data to provide to Interpol for an investigation of a possible network abroad.

The main suspect, a midwife, told police they had operated since 2010 and sold three or four babies per year, but documents discovered by investigators show the syndicate had been operating since 1992 and sold at least 12 babies since December.

Police are investigating the possible involvement of government officials who allegedly provided fake documents for the babies.

Romanian President: Country’s Adoption Law Will Not Change During My Term Romanian President Traian Basescu said Thursday in Brussels that the country’s law on adoptions will not change, “at least” not during his term, regardless of the lobby in favor of change made “in Brussels and elsewhere.” A petition for the reopening of international adoptions in Romania was dismissed on March 23 on the request of Romanian MEP Victor Bostinaru, unanimously backed by the European Parliament's Petition Committee. Bostinaru argued at the time that, before accession, the European Union itself requested that Romania ban international adoptions and the move was welcomed by the European Parliament and European Commission. He added that any attempt to put this topic back on the agenda of EU institutions, or to pressure Romania must be speedily and firmly rebutted.
