IRISH COUPLES will be able to adopt children from Bulgaria, South Africa and Thailand through administrative agreements being discussed by the Adoption Board under the new Adoption Act, The Irish Times has learned.

These are the first agreements being sought under the new Act.

Italy heads for personality-led elections (easier adoption)

Italians will be going to the polls in a general election in early May and, for the first time since the fall of fascism in Italy, they will be voting not just for political parties but for a political leader.

The two candidates already making their election promises from billboards all over the country are, on the left, Francesco Rutelli, and on the right, opposition leader Silvio Berlusconi.

Mr Rutelli, 45, Mayor of Rome for the past eight years and a newcomer to national politics, is campaigning on his success as a local administrator.

Mr Berlusconi, 63, is the richest man in Italy, owner of a TV and media empire, founder of a new political party called Forza Italia, whose victory in the 1994 election swept him briefly to office as prime minister.

Immigration Case May Keep Alleged Human Trafficker In Prison

HONOLULU -- KITV4 News has learned federal immigration officials want to detain the man at the center of the largest human trafficking case in U.S. history, which could keep him behind bars even though a federal magistrate in Honolulu ruled Wednesday he could be freed on $1 million bail.

Israeli citizen Mordechai Orian, 45, spent Wednesday night at the Federal Detention Center in Honolulu and may have to remain in custody, because now U.S. Immigration and Customs Enforcement officials want to keep him behind bars in a deportation case, sources said. ICE has filed an “immigration detainer” against him, sources said.

ICE had allowed him to remain free pending his appeal of an order from July 2009 deporting him back to Israel. The deportation order was based on five false statements Orian listed on federal forms to bring in foreign workers, claiming he was a U.S. citizen when he wasn’t, a federal prosecutor said. Orian would face a hearing in an immigration court before being locked up on immigration charges.

Orian and five others have been indicted by a federal grand jury for conspiracy to commit human trafficking, after allegedly luring 400 farm laborers to Hawaii and the mainland from Thailand and then mistreating them and not paying them properly.

Wednesday afternoon, federal prosecutors asked U.S. Magistrate Judge Leslie Kobayashi to keep Orian, president of labor recruiting company Global Horizons, at the federal detention center near Honolulu Airport until his trial begins in November on human trafficking charges, claiming he's a flight risk.

Romanian NGOs searching for a common vision

Bucharest, Romania: Romanian and international NGOs in the social sphere are trying to identify ways of collaboration to address the problems of the most vulnerable rural families. Following Terre des hommes’ invitation, specialists from the Roma Agency for Community Development “Impreuna”, AIDRom Foundation, Pestalozzi Children Foundation Switzerland and Romania, World Vision, Ovidiu Rom Association, PACT Foundation and the National Federation of NGOs acting on Child Protection gathered in Bucharest for a one day Round Table (15th of July 2010).

Although not singular, this type of initiative raised interest among the NGOs invited, as it may become an alternative strategy for answering the difficulties created by the decrease of reforming interventions the state should have implemented into the Romanian social protection system.

In spite of the different funding opportunities, the lack of strong coordination and the dissolution of some significant National Authorities (including that on Child Protection) put the Romanian civil society in a challenging position. In this delicate context, Terre des hommes may bring a partial contribution to the improvement of the segmented picture of the interventions in favour of the disadvantaged families and children in the rural areas.

The complementary action carried on at the national level in Bucharest opens a dialogue based on a concrete proposal of Model of action elaborated by Terre des hommes and presented to some significant NGOs to build a cooperative way for its planning and implementation. Its main goals of empowering the existing social system and actors from the rural communities enhanced the importance of the common contribution coming from the NGOs different field experience and competences. The meeting outlined the basis of a future common proposal that should include actions linked to social and child protection policies, risk prevention, education, social inclusion of families (especially of the Roma ones), community development and training of trainers. The researched complementarity of domains becomes therefore not only a strategy of building a significant proposal for accessing future funds, but mostly that of including child protection issues in a holistic vision addressing different problems that lead to child abuse, school abandonment, risky migration or trafficking.

Communiqué to CEOs

The Commonwealth, State and Territory Central Authorities for Intercountry Adoption held their biannual meeting in Canberra on 18–19 May 2010. A representative from the New Zealand Central Authority also attended. Officers from the Department of Immigration and Citizenship and the Australian Institute of Health and Welfare, along with a representative from the National Intercountry Adoption Advisory Group (NICAAG) attended some sessions of the meeting. Separately, on 17 May 2010, all Australian Central Authorities participated in meetings and a formal lunch with a visiting delegation from China.

The arrest of JS Bhasin, the founding trustee of Balwant Kartar Anand Foundation's adoption agency, Preet Mandir, is a shocking development as none other than (then president) APJ Abdul Kalam had visited it in February 2005.

According to researcher Arun Dhole, Preet Mandir was founded in 1979 by the late Sardar Kartar Singh Anand. It is managed by the Balwant Kartar Anand Foundation, which is registered in Kanpur.

In 1997, one of the founding trustees, Sardar Joginder Singh Bhasin (JS Bhasin), took over the management and started expanding Preet Mandir. Under his leadership, the foundation began running several units and had planned projects in other states.

A seven year old girl that once lived with her adoptive parents in Portugal has been returned to live with her birth mother. Now, the adoptive parents in Portugal have expressed outrage as they have witnessed the shocking conditions that the girl is now living in since being returned to her mother’s care.
Sandra Zarubina was given away for adoption by her biological mother when she was extremely young and she was then adopted by a family in Portugal. Now, the biological mother has decided that she has changed her mind about the adoption and has claimed the child back. The adoptive parents in Portugal say that the child is now living in shocking conditions and say that the child would have been better off in their care.
Footage has been released of shocking treatment of the child since returning to her biological mother and some of the footage shows the child repeatedly smacked and abused. The girl is also said to be living in much worse conditions than she was when with her adoptive parents and the adoptive parents are hoping to gain access of the child once again.
